1. The "Special, Fine and Special New Industrial College" shall be led by colleges and universities (full-time undergraduate colleges and higher vocational colleges) and jointly applied by other units. The joint applicant may include "specialized, fine, special and new" enterprises (above provincial level), leading enterprises in key industrial chain, local (above prefectural-level) small and medium-sized enterprise centers, industry associations, industrial parks, etc., among which no less than one "specialized, fine, special and new" enterprise.
1. The project construction office and the evaluation expert committee will conduct online or offline research, systematically investigate the rationality, authenticity and construction basis of the scheme submitted by the applicant university, and form evaluation opinions.
2. The Center for the Development and Promotion of Small and Medium-sized Enterprises of the Ministry of Industry and Information Technology selects the shortlisted universities according to the characteristics of industrial resources distribution and the actual situation of the applying universities, combined with the expert evaluation opinions, and notifying in writing to initiate the project.
3. Upon receiving the written notice of project approval from the Center for Development and Promotion of Small and Medium-sized Enterprises of the Ministry of Industry and Information Technology, colleges and universities shall further define the construction objectives, refine the specific construction contents, formulate the detailed construction plan of the industrial college and submit it to the project construction office for record, and then start the construction of the industrial college according to the application plan.
